• Responsible for the coordination, implementation and commissioning of protection, control, communication and monitoring systems for AIS and GIS substation projects in the 34.5kV – 550kV range with an emphasis on project safety, cost, quality and reliability.
• Must be familiar with the nuances associated with the engineering and design of protection, control, communication and monitoring systems for AIS substations (as a minimum), but preferably also GIS substations.

Primary Responsibilities:
• The main purpose of this position is to provide engineering, design, installation and commissioning services of electrical protection, control, communication and monitoring systems for transmission & distribution substations and switchyards, both AIS and GIS type.

Major competency requirements and responsibilities:
 Ability to provide on-site assessment and evaluation of existing protection, control, monitoring, and communication equipment that is to be replaced, out-dated, damaged, neglected, etc., and then provide proposal estimates based on the on-site assessment and evaluation reports.
 Provide P&C engineering services during the proposal, design, installation, commissioning and energization stages of AIS and GIS substation projects with strict adherence to the project requirements, including, but not limited to:
• Prepare P&C engineering estimates and estimate P&C equipment quantities and costs for proposals
• Development of Protection & Control Application philosophy
• Substation / switchyard, both AIS and GIS, protection and metering single-line diagrams
• AC and DC Schematic diagrams
• Mark-ups of existing substation schematic and wiring removal drawings (as applicable)
• SCADA points signal list
• Equipment specifications and associated documentation reviews
• Control & Instrument Cable requirements
• Field Inspection & Test Plans (FITPs)
• Short circuit studies and reviews
• Protection coordination analysis
• Relay setting development
• Coordinate, prepare, and review field inspection & test plans
• Field testing and commissioning services
• Coordinate with, and monitor, vendor technical compliance and witness factory acceptance testing as applicable.
• Notify the project lead engineer of any difficulties encountered in the engineering and design that may adversely impact safety, reliability, quality, cost, or schedule of the project deliverables, and provide recommendations for solutions.
• Prepare, update and support the project execution P&C engineering activities in the schedule with emphasis on; On-time delivery, Quality of deliverables and Project costs.

Travel to project site as required, including, but not limited to:
• Customer kick-off meetings
• Construction, installation, commissioning and energization field support
• On-site testing of new, refurbished, updated, or modified equipment before being put into operation.
• Perform technical, cost savings, and constructability reviews of P&C design packages from internal engineering, outsourced sub-contractor engineering and P&C panel suppliers to ensure they are in general compliance with the applicable project guidelines, customer specifications, governing standards, and sound engineering judgment before subjecting them to the approval procedures. The P&C design packages for review may include:
• Panel layout drawings
• Bill of Materials
• Control Logic diagrams
• Wiring diagrams
• Communication / Fiber optic drawings
• Interconnection diagrams
• Control cable termination lists
• Cable lists
• Adhere to Power Systems - Substations quality processes and document control procedures to ensure design documents are complete and accurate.
• Assist the Director of Engineering in meeting department goals.

Principal Clients/Customers:
• Utilities, Cooperatives, Municipalities, Industries, and Developers

Education/Licenses/Certification Required:
• Minimum Bachelor of Science degree in Electrical Engineering, MSEE is preferred. Professional Engineering registration is desirable.

Experience/Special Skills Required:
• Minimum of five (5) years of technical high voltage systems substations experience, including minimum two (2) years of field experience with installation, commissioning and energization of high voltage substations.
• Basic knowledge of applicable IEEE / ANSI standards is required, as well as experience with protective relays classified as "Intelligent Electronic Devices".
• Knowledge of Aspen Oneliner, SKM or other similar protection software tool is desired.
• Knowledge of Microsoft Office, Lotus Notes, and AutoCAD & MicroStation is a plus.
• This position requires the ability to clearly communicate with, vendor, sub-contractor and Customer personnel in order to success¬fully collaborate, coordinate, and resolve project related activities and issues. Problems involve recognizing situations and applying appropriate concepts to solve problems that are usually short-term in nature.
• Basic conversation skills and normal tact and courtesy are required.
• Travel is required; up to 40% both domestic and international.

• Power System – Substations engineers and provides a wide variety of projects from 69 kV distribution substations up to 800 kV transmission systems, conventional AC air insulated substations as well as GIS, HVDC (Conventional, CCC, and Light concepts), and reactive power compensation (SVC and Series Capacitors).
